The bell tower stairs isn’t public access- however, this first leg desperately needed some safety up grades. The aluminum hand rails are all new. Such silly safety precautions apparently were optional in 1887. We felt these hand rails were probably a good feature to provide those additional measures to anyone climbing the bell tower.
