Perry County Board of Developmental Disabilities Announces Caley Boyden as Transitional Assistant Superintendent
Change is Happening at the Perry County Board of Developmental Disabilities!
We are pleased to announce the appointment of Caley Boyden, the agency’s current Finance Director, as our Transitional Assistant Superintendent (TAS). The rigorous interview process laid a foundation for the PCBDD Board of Directors to officially and confidently make the decision to appoint Caley. As stated in the PCBDD Succession Plan, the purpose of identifying a TAS is to complete training, shadowing, and mentoring with the current Superintendent to create a smooth transition.
This appointment comes as current Superintendent David C. Couch prepares for his retirement in December, following 19 years of dedicated leadership and service to PCBDD. During his tenure, David has been instrumental in fostering a supportive and empowering environment for people with developmental disabilities in Perry County. His visionary leadership, commitment, and innovative approach have significantly contributed to the growth and success of PCBDD programs and services, and the people and families supported. The PCBDD Board of Directors (BOD), expresses their deepest gratitude to David for his long-standing dedication and impactful contributions.
Caley has worked under David’s leadership for eight years and is excited to build on the foundation he has laid. She has been a valuable member of the PCBDD’s Senior Leadership Team serving as Finance Director since 2017. During that time, Caley has demonstrated strong financial acumen and a deep understanding of the agency’s operations. However, Caley’s strengths go beyond fiscal accountability. She has a history of working in the direct service field as a Mount Aloysius Program Supervisor. From there, she gained further experience at the Licking County Board of DD where she served in the roles of Service Coordinator and Service Coordination Team Leader for seven years. Caley has also devoted time and energy to exceeding qualifications for the TAS. In the past three years, she has completed her Master of Science in Management and Leadership degree, served as a Baldrige Examiner, and completed the Executive Development Program led by the Ohio Association of County Boards of DD. Caley will work closely with David in the coming months to ensure a smooth and seamless transition of leadership. This period will allow Caley to more fully understand the superintendent’s responsibilities, while continuing to oversee her current duties as Finance Director until a successor has been identified.

smooth transition.”
The PCBDD is committed to providing high-quality services and supports to more than 496 people with and their families. This planned leadership transition reflects the Board’s dedication to ensuring the continued success and stability of the agency for years to come.
