January 26, 2026 | Public Notice

The Perry County Board of Commissioners will receive proposals for improvements to Perry County-Ed Newlon Field, New Lexington, Ohio. Proposals will be received at the offices of the County Commissioners at 212 S. Main St., Lower Level, New Lexington, Ohio 43764, until 9:30 a.m. prevailing time on February 25, 2026. They will be opened by the Clerk, Perry County Commissioners Office and will be read in a regular session of the Perry County Board of Commissioners at 9:30 a.m. on February 25, 2026.

The work generally consists of:

Tree removal on the property of Perry County-Ed Newlon Field and on adjacent parcels of land.

The Drawings, Specifications and Contract Documents may be examined at the following locations:

Copies of the Contract Drawings, Specifications and proposal forms may be requested from GA Consultants, Ltd., by telephone request to (419) 887-1720, or by email request to donyager@gaconsultants.org. Bid documents may be obtained, either in hard copy by USPS Priority Mail or in electronic format, upon payment of $100.00 for each set requested. No fees will be refunded. Checks should be made payable to GA CONSULTANTS and sent to 5813 Momoe St., Ste. 246, Sylvania, OH 43560.

Bids shall be on the prescribed form furnished with the Specifications and shall be in accordance with the Instructions to Bidders. The Perry County Board of Commissioners reserves the right to waive any informalities in oi· reject any or all bids. Proposals shall be considered irregular if the proposal is on a form not furnished by GA CONSULTANTS. Proposals submitted on forms downloaded from the internet or copied from a set on display will not be accepted.

A contract will be awarded to the lowest responsive and responsible bidder. Bidders are hereby notified that bids may be rejected if the lowest responsive bid received exceeds the Engineer’s estimate by more than 20%.

Each bidder must submit with his proposal a bid security in the form of a bond in an amount equal to not less than 100% of the bid, or a ce1iified check in an amount equal to not less than 10% of the bid. Said security shall be in the form and subject to the conditions given in the Instruction to Bidders. No bidder may withdraw his bid within one hundred twenty (120) days after the actual date of the opening.

The successful bidder will be required to complete all work by not later than April 30, 2027. Trees equal to, or greater than, 3 inches in diameter at breast height (dbh) may only be removed after October 1, 2026 and before March 31, 2027. Notice to Proceed will be issued prior to October 1, 2026. Failure to complete the work within the specified period of time will result in liquidated damages of $700.00 per calendar day.

The successful bidder will be required to pay his employees at wage rates not less than the prevailing rate of wages as prescribed in Chapter 4115 of the Ohio Revised Code.

The work covered herein is to be accomplished with the aid of funds from the Ohio Department of Transpmiation, Office of Aviation. All contracts, award of contract, work accomplished thereunder, etc., will be subject to the review and approval of the Ohio Depaiiment of Transportation.

The proposed contract is under and subject to all provisions of the Ohio Depaiiment of Public Works’ rules on equal employment oppmiunity and with the implementing rules and applicable orders or the State Equal Employment Oppmiunity Coordinator.

The Bidder (Proposer) must supply all the information required by the bid or proposal form.

In order to bid on this project, contractors and subcontractors will be required to be emolled and in good standing in an Ohio Bureau of Workers’ Compensation (BWC) Drug-Free Workplace Program (DFWP), or Drug-Free EZ Program, or an equivalent BWC approved DFWP in accordance with but not limited to Ohio Administration Code Chapter 4123-17 and Executive Order 2002-13T.

The Perry County Board of Commissioners reserves the right to reject any or all bids.

January 12, 2026 | Board of County Commissioners Re-Organizational Meeting Notice & Description

The Board of County Commissioners of Perry County Ohio, will conduct its annual Re-Organizational Meeting on Monday, January 12, 2026, at 9 a.m., in the Commissioners’ Hearing Room located at 212 S. Main Street, New Lexington, OH 43764 pursuant to the Ohio Revised Code.

In accordance with Section 302.11 of the Ohio Revised Code, the Board will meet for the purpose of organizing for the calendar year 2026. At this meeting, the Commissioners will:

  • Elect from among their membership a President (Chair) and a Vice President for terms of one year; and
  • Conduct any other organizational business necessary to commence the Board’s duties for the year. Ohio Laws

As required by law, this organizational session is open to the public, and the proceedings will be conducted in compliance with Ohio’s open meetings laws. The Board may also set or reaffirm the schedule of regular session meetings for 2026 and address any other administrative matters in furtherance of the efficient operation of county government.

Members of the public may attend and observe the meeting. Additional information regarding the agenda or supporting documents may be obtained from the Office of the Clerk to the Board.


December 12, 2025 | The County Memorandum of Understanding to Address Child Abuse and Neglect

July 10, 2025 | Request for Qualifications – Perry County’s Community Development Grant Program

Perry County is seeking Professional Administrative Services for Perry County’s Community Development Block Grant Program.

Project Description:
In a timely and satisfactory manner, as determined by the administration of Perry County, perform the work program described by the goals, objectives and regulations set forth in the State of Ohio, Community Development Block Grant Program and Grant Agreements.

Scope of Services:

  • Agency will carry out necessary Citizen Participation requirements, as set forth by the Citizen Participation Plan to allow CDBG Programs to be undertaken within the County.
  • Agency will prepare and submit necessary CDBG application documents to the Ohio Department of Development on behalf of the County.
  • Agency will perform Environmental Reviews for CDBG funded projects awarded to the County.
  • Agency will procure needed Engineering/Architectural services for CDBG funded projects through an RFQ process on behalf of the County.
  • Agency will prepare bidding documents and handle the bidding process according to Federal guidelines (24 CFR 85.36) for the procurement of necessary Contract Services for CDBG funded projects.
  • Agency will provide contract enforcement and management for CDBG funded projects.
  • Agency will provide labor compliance services to the county including, site visits to CDBG funded project sites, employee wage interviews and wage rate reviews and verification.
  • Agency will provide Financial Management for CDBG funds on behalf of the county including, performing draws for funds, coordinating “Pay Ins” of funds with County Auditor and Treasurer, and processing payments to vendors.
  • Agency will perform Grant Status Reports and provide completed reports to the responsible agency.
  • Agency will work with ODOD Analysts to complete program monitoring and any financial audits of CDBG funded programs upon project completion.
  • Agency will perform a Fair Housing Training Program that includes presentations to:
    1. Residents of areas targeted for CDBG assistance, including the targeted project communities of New Straitsville, Corning and Hemlock.
    2. Special populations (e.g. individuals with disabilities, seniors, etc.) targeted by a CDBG activity (if applicable). Perry County is targeting a Limited Clientele Beneficiary in Perry County Senior Center.
    3. Six additional schools, organizations, or civic groups (three per calendar year during the grant period).
    4. Performing a Fair Housing Outreach Program, which consists of distributing fair housing information and materials to 10 area agencies, organizations, or public events, which serve the CDBG Program Service Areas and potential program participants. Materials must be distributed quarterly throughout the grant period, which is January 1, 2026-December 31, 2027

    • The history of the firm including the year founded.
    • The educational background of owner and key personnel.
    • The experience of owner and key personnel.
  2. Proximity to the project site
    • Location and mailing address of the main office and any field office.
    • Proximity to project site, in distance.
  3. Capacity to Perform Work
    • A narrative describing the firm’s experience with the specific nature of the project.
    • A narrative of the firm’s equipment and facilities.
    • Availability of staff to start and complete administrative services for the project.
    • Preliminary schedule showing the amount of time that your firm believes would be necessary to have the project completed and grant closed.
  4. References
    • A minimum of three references on similar types of projects. If you cannot provide references on similar projects, please provide references on other types of projects. Please include telephone numbers, contact persons, and mailing address.
  5. Past Performance for Public Authority
    • Any previous work performed for the Perry County Commissioners.
    • Any familiarity that your firm has with the requirements of CDBG funding and Grant Management.
  6. Affirmative Action
    • Additional points may be awarded to small businesses and businesses owned or controlled by socially and/or economically disadvantaged groups. Please indicate if your firm fits into one of the above mentioned categories.

May 27, 2025 | Notice of Public Hearing

Perry County intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally-funded program administered by the state. Perry County is eligible for $182,000 of Program Year 2025 CDBG Allocation funding, provided the county meets applicable program requirements.

The county conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other important program requirements on March 12th, 2025. In addition to administration and Fair Housing, the following activities will meet the low-moderate income national objective and are under consideration for inclusion in the county’s application based on citizen input and local officials’ assessments of needs:

  • Village of Corning, Fire Facilities – CDBG Allocation $29,321.00
  • Village of New Lexington, Street Improvements – CDBG Allocation $116,279.00
  • Administration and Fair Housing – $36,400.00

In addition, Perry County is eligible to apply for CDBG Critical Infrastructure Grant (CI) Program funding up to $500,000. The following activities are being considered for inclusion in the county’s application to the state for the Village of Hemlock and will meet the national objective of benefiting a low-moderate income community:

  • Fire Facilities – CDBG CI $470,000.00
  • Administration – $30,000

A second public hearing will be held June 4th, 2025 at 9:45 am at the Perry County Commissioners Meeting Room, 212 South Main Street, New Lexington, OH 43764. The purpose of this meeting is to give citizens an adequate opportunity to review and comment on the county’s proposed CDBG applications, including the proposed activities summarized above, before the county submits the Applications to the Ohio Department of Development. Citizens are encouraged to attend this meeting to express their views and comments on the county’s proposed CDBG Applications.


May 23, 2025 | Public Hearing to Consider the Proposed Vacation of Portions of Poplar St. and Oak St. in the Village of Hemlock

The Perry County Commissioners will hold a Public Hearing on June 18, 2025 at 9:30 A.M. at the office located at 212 S. Main St., Lower Level, New Lexington, OH 43764 to consider the proposed vacation the unconstructed portion of Poplar St. between lots #35, 36, 37, 38, 39, 40, 41, and 42 and the unconstructed portion of the alley south of lots #39-42 to Oak St. in plat book 3 page 11 of the Hemlock Coal Company’s Addition to the village of Hemlock.

The unconstructed portion of Oak St. between lots #66, 67, 68, and 69 and the unconstructed portion of the alley North of lot #62 to Oak St. in plat book 3 page 40 of the Hemlock Coal Company’s Second Addition to the village of Hemlock.
