The Perry County Board of Commissioners will receive proposals for improvements to Perry County-Ed Newlon Field, New Lexington, Ohio. Proposals will be received at the offices of the County Commissioners at 212 S. Main St., Lower Level, New Lexington, Ohio 43764, until 9:30 a.m. prevailing time on February 25, 2026. They will be opened by the Clerk, Perry County Commissioners Office and will be read in a regular session of the Perry County Board of Commissioners at 9:30 a.m. on February 25, 2026.
The work generally consists of:
Tree removal on the property of Perry County-Ed Newlon Field and on adjacent parcels of land.

Copies of the Contract Drawings, Specifications and proposal forms may be requested from GA Consultants, Ltd., by telephone request to (419) 887-1720, or by email request to donyager@gaconsultants.org. Bid documents may be obtained, either in hard copy by USPS Priority Mail or in electronic format, upon payment of $100.00 for each set requested. No fees will be refunded. Checks should be made payable to GA CONSULTANTS and sent to 5813 Momoe St., Ste. 246, Sylvania, OH 43560.
Bids shall be on the prescribed form furnished with the Specifications and shall be in accordance with the Instructions to Bidders. The Perry County Board of Commissioners reserves the right to waive any informalities in oi· reject any or all bids. Proposals shall be considered irregular if the proposal is on a form not furnished by GA CONSULTANTS. Proposals submitted on forms downloaded from the internet or copied from a set on display will not be accepted.
A contract will be awarded to the lowest responsive and responsible bidder. Bidders are hereby notified that bids may be rejected if the lowest responsive bid received exceeds the Engineer’s estimate by more than 20%.
Each bidder must submit with his proposal a bid security in the form of a bond in an amount equal to not less than 100% of the bid, or a ce1iified check in an amount equal to not less than 10% of the bid. Said security shall be in the form and subject to the conditions given in the Instruction to Bidders. No bidder may withdraw his bid within one hundred twenty (120) days after the actual date of the opening.
The successful bidder will be required to complete all work by not later than April 30, 2027. Trees equal to, or greater than, 3 inches in diameter at breast height (dbh) may only be removed after October 1, 2026 and before March 31, 2027. Notice to Proceed will be issued prior to October 1, 2026. Failure to complete the work within the specified period of time will result in liquidated damages of $700.00 per calendar day.
The successful bidder will be required to pay his employees at wage rates not less than the prevailing rate of wages as prescribed in Chapter 4115 of the Ohio Revised Code.
The work covered herein is to be accomplished with the aid of funds from the Ohio Department of Transpmiation, Office of Aviation. All contracts, award of contract, work accomplished thereunder, etc., will be subject to the review and approval of the Ohio Depaiiment of Transportation.
The proposed contract is under and subject to all provisions of the Ohio Depaiiment of Public Works’ rules on equal employment oppmiunity and with the implementing rules and applicable orders or the State Equal Employment Oppmiunity Coordinator.
The Bidder (Proposer) must supply all the information required by the bid or proposal form.
In order to bid on this project, contractors and subcontractors will be required to be emolled and in good standing in an Ohio Bureau of Workers’ Compensation (BWC) Drug-Free Workplace Program (DFWP), or Drug-Free EZ Program, or an equivalent BWC approved DFWP in accordance with but not limited to Ohio Administration Code Chapter 4123-17 and Executive Order 2002-13T.
The Perry County Board of Commissioners reserves the right to reject any or all bids.

January 12, 2026 | Board of County Commissioners Re-Organizational Meeting Notice & Description
The Board of County Commissioners of Perry County Ohio, will conduct its annual Re-Organizational Meeting on Monday, January 12, 2026, at 9 a.m., in the Commissioners’ Hearing Room located at 212 S. Main Street, New Lexington, OH 43764 pursuant to the Ohio Revised Code.
In accordance with Section 302.11 of the Ohio Revised Code, the Board will meet for the purpose of organizing for the calendar year 2026. At this meeting, the Commissioners will:

May 27, 2025 | Notice of Public Hearing
Perry County intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally-funded program administered by the state. Perry County is eligible for $182,000 of Program Year 2025 CDBG Allocation funding, provided the county meets applicable program requirements.
The county conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other important program requirements on March 12th, 2025. In addition to administration and Fair Housing, the following activities will meet the low-moderate income national objective and are under consideration for inclusion in the county’s application based on citizen input and local officials’ assessments of needs:
In addition, Perry County is eligible to apply for CDBG Critical Infrastructure Grant (CI) Program funding up to $500,000. The following activities are being considered for inclusion in the county’s application to the state for the Village of Hemlock and will meet the national objective of benefiting a low-moderate income community:
A second public hearing will be held June 4th, 2025 at 9:45 am at the Perry County Commissioners Meeting Room, 212 South Main Street, New Lexington, OH 43764. The purpose of this meeting is to give citizens an adequate opportunity to review and comment on the county’s proposed CDBG applications, including the proposed activities summarized above, before the county submits the Applications to the Ohio Department of Development. Citizens are encouraged to attend this meeting to express their views and comments on the county’s proposed CDBG Applications.
