PERRY COUNTY COMMISSIONERS

Perry County’s Commissioners are the taxing, budgeting, appropriating, and purchasing authority for the county. They hold title to county real estate and vehicles. Individual commissioners have no power to act independently. All formal and official actions must be taken by the board of commissioners acting as a body by majority or unanimous vote.

FREQUENTLY ASKED QUESTIONS

When do the Commissioners meet?
The Commissioners meet every Wednesday morning beginning at 9:00 AM. Adjournment time varies depending on the Agenda. Agendas will be posted on Tuesday afternoons.

How do I get on the Commissioners Agenda?
Anyone wishing to address the Commissioners with county business matters is welcome to contact County Clerk Angela McCord by phone at (740) 342-2045 to request time on the meeting schedule. Meeting schedules are finalized on the Tuesday prior to each Wednesday meeting.

Can anyone attend Commissioner’s meetings?
Meetings are open to the public with the exception of Executive Sessions, in which only invited parties are permitted to stay in the meeting room.

What topics are addressed in Commissioners meetings?
The primary purpose for meetings is to receive reports from county agencies, consider and manage the business of Perry County. By appointment or at the request of the Commissioners, people are allocated a period of time in the scheduled meeting to discuss county business. On the third Wednesday of each month, the Commissioners conduct an Open Comment session from 8:30 AM to 9:00 AM in which the public is invited to make a schedule or unscheduled appearance with the Commissioners to discuss concerns and ask questions. Open Comment sessions are not part of the county record and are offered as a courtesy to allow all residents access to express concerns and opinions about county affairs.

What is ‘Coffee with Some Commissioners’?
Coffee with Some Commissioners is a breakfast held on the last Tuesday of each month starting at 7:30 AM  at Dodson’s On Broadway. Led by Commissioner Ben Carpenter, a featured speaker is invited to share insights about their activities in the County and take questions from breakfast attendees. The breakfast is open to the public and requires no pre-registration. Check the Events Calendar for upcoming breakfasts and featured speakers.

I have lived in Perry County all my life. I served in the United States Marine Corps, and was honorably discharged. A lifelong member of Holy Trinity Catholic church, I am an active member serving as a lector and eucharistic minister.

Prior to my 2016 election as County Commissioner, I worked 31 years with the Perry Soil and Water Conservation District. In 2017 I retired from the Conservation District and began serving Perry County as Commissioner. I continue to have a passion and dedication to serving the people of Perry County.

Perry County Ohio Commissioner Scott Owen

Scott Owen’s Family immigrated to Shawnee in the late 1800’s from Wales to work in the coal mines. He was raised in New Lexington, and is a graduate of New Lexington High School. He and his wife ,Shevon Owen of Somerset, have lived with their 3 children in Thornville for over 20 years.

Scott grew up in a successful small business. He took office in 2019, and is honored to serve as full time Commissioner for the great people of Perry County. Scott encourages all Perry County residents to call his office anytime with any questions. comments, concerns, or ideas.

My wife, Adelyn and I, live in Reading township outside of New Reading with our two dachshunds, Clyde and Doug. I was raised in Glenford on the family farm by my parents, Dave and Becky Bennett. We enjoy a close but large family with my brothers Caleb (Jessie), Cayne (Catherine), Grey, and youngest sister Ali.

I am a proud graduate of Sheridan High School where I was elected Class President and graduated as valedictorian. Upon finishing high school, I attended Ohio University Zanesville.
