I have lived in Perry County all my life. I served in the United States Marine Corps, and was honorably discharged. A lifelong member of Holy Trinity Catholic church, I am an active member serving as a lector and eucharistic minister.
Prior to my 2016 election as County Commissioner, I worked 31 years with the Perry Soil and Water Conservation District. In 2017 I retired from the Conservation District and began serving Perry County as Commissioner. I continue to have a passion and dedication to serving the people of Perry County.

Scott Owen’s Family immigrated to Shawnee in the late 1800’s from Wales to work in the coal mines. He was raised in New Lexington, and is a graduate of New Lexington High School. He and his wife ,Shevon Owen of Somerset, have lived with their 3 children in Thornville for over 20 years.
Scott grew up in a successful small business. He took office in 2019, and is honored to serve as full time Commissioner for the great people of Perry County. Scott encourages all Perry County residents to call his office anytime with any questions. comments, concerns, or ideas.
My wife, Adelyn and I, live in Reading township outside of New Reading with our two dachshunds, Clyde and Doug. I was raised in Glenford on the family farm by my parents, Dave and Becky Bennett. We enjoy a close but large family with my brothers Caleb (Jessie), Cayne (Catherine), Grey, and youngest sister Ali.
I am a proud graduate of Sheridan High School where I was elected Class President and graduated as valedictorian. Upon finishing high school, I attended Ohio University Zanesville.
