Perry County’s Clerk of Courts Title Office issues titles for motor vehicles, motorcycles, off-road bikes, ATVs, UTVs, travel trailers, campers, mobile homes and Watercraft boats, motors, and jet skis/ wave runners. Duplicates for lost or stolen titles and memorandums can also be issued through our office.
The title office does not issue license plates, driver’s licenses, or 45 day tags. These are issued through the Ohio Bureau of Motor Vehicles- contact them at 740-342-3609 for questions concerning these services.
What vehicles require titles to be issued in the state of Ohio?
Our office issues titles for motor vehicles, motorcycles, off-road bikes, ATVs, UTVs, travel trailers, campers, mobile homes and Watercraft boats, motors, and jet skis/ wave runners.
All trailers weighing over 4,000 pounds, travel trailers, slide-in truck campers, and fold down campers must be titled. A title is not required for a utility trailer weighing less than 4,000 pounds or boat trailers.
Effective July 1, 1999, all ATVs and Off-Road dirt bikes must be titled.
Effective January 1, 2000, watercraft less than 14 feet in lengthwith a permanent affixed mechanical means of propulsion of 10HP or more will be required to be titled. This includes wave runners and jet skis.
What documentation do I need to transfer a manufactured home title?
In order to transfer mobile or manufactured home titles, you must have the current year stamps from the Treasurer and Auditors office in county the mobile or built home sits.
Can I purchase temporary tags through the Title Office?
Our office does not issue temporary tags- on assignment of title, you must visit the BMV to purchase and be issued a temporary tag. For more information, click the link below to visit their page.

What do I need to be issued a duplicate title?
If title is lost, stolen, or destroyed, a duplicate title can be issued with a valid photo ID for a $16.00 fee.
Can a memorandum title be transferred?
Memorandum titles cannot be transferred. They are issued only for the purpose of obtaining license plates at the BMV when the original title is being held by the lienholder.
I am a new resident of the state of Ohio. What do I need to register my vehicle?
New state residents should have the following information ready in order to register your vehicle:
• Out-of-state title
• A valid government-issued driver license or identification card
• Social security number
• Proof of your new Ohio address
• If you have owned your vehicle for less than six months, we also require a bill of sale show the purchase price and taxes paid.
If a bank of finance company is holding your original title, our offices will need to contact them and fax a request. In order to do this, please provide the following additional information:
• Name of company
• Company Address
• Phone number
• Fax number
• Year, make, and serial number of your vehicle
DO NOT wait until your plates expire to process this! It could take several weeks to get your title from lien holder.
Can I have someone sign in my place to register my vehicle?
No person can sign for you without a notarized Power of Attorney. This form is available in our office or the Ohio BMV Website.

My spouse has passed away. How do I transfer our vehicle titles into my name?
A surviving spouse may transfer an unlimited amount of vehicles (passenger, pickup truck or motorcycle) valued up to $65,000.00, one boat, and one outboard motor upon death of a married Ohio resident.
You will need the original title (if available) and original or certified copy of your spouse’s death certificate. A Probate Court Affidavit to transfer is required for all other transfers.
A vehicle can be titled to two owners with rights of survivorship. This will require both signatures to purchase or sell the vehicle. When one party passes away, the survivor can bring the title and certified copy of death certificate to transfer title.
You may also complete an affidavit for designation of a beneficiary in the event of your death, known as a Transfer on Death (TOD), if you are the sole owner of a vehicle or watercraft. You will need the following information of the beneficiary in order to do so:
• Full legal name
• Social security number
• Date of birth
This will allow the beneficiary or beneficiaries to transfer the title in their name(s). They will need to bring a certified copy of the Death Certificate to our offices to receive the title transfer in the event of your passing.
